Section A English to Chinese (15 points)Directions: Translate the underlined part of the following text into Chinese. Write your translation on your ANSWER SHEET.56. In comparison with military, political and economic security, ecological security has a wider influence on the common people living in a country. Once its ecological environment is destroyed, the future survival of the whole nation, especially the poor will be horribly undermined, and it will be extremely difficult for a generation, or even tens of generations to reclaim the environment once ecological deterioration goes beyond a certain threshold. Although protection of the environment has long been a matter of basic state policy for the Chinese government, it is a undeniable fact that, on the whole, efforts to improve the environment have largely failed to match destructive forces working against them.57. This book derivers from decades of teaching in various schools across the country. It is based on the belief that philosophy is a genuinely exciting subject, accessible not only to specialists and a few gifted undergraduate majors but to everyone. Everyone is a philosopher whether enrolled in a philosophical course or not. The difference is that someone who has studied philosophy systematically has the advantage of having encountered stronger and more varied arguments than might have been available otherwise. What is special about this book is that is offers introductory students the otherwise opportunity of having direct contact with substantial readings from significant books on philosophy, but without the unreasonable demand that they confront these books in full, which are often incomprehensible.58. What’s strange about man is that he has yet to learn to settle disputes by some means other than war. Not only does war take a heavy toll of lives, but leads to increased tension. The use of sophisticated weapons is apt to bring about disasters to human health although the reluctance to eliminate weapons of mass destruction on the part of the big powers will not necessarily end up with conflicts. The chances are that man will have his own civilization destroyed if the notion of the survival of the fittest still applies to the international community. We cannot help wondering how many years it will take for the world to eliminate war once for all.Section B Chinese to English (20 points)Directions: Translate the following sentences into English. The genetic characteristics of all life forms on earth are embodied in the chemical structure of DNA molecule. An organism’s DNA molecules provide a complete blueprint for its physical makeup. Genetic engineering is the process of altering the DNA genetic code to characteristics of plants and animals. Through the process, scientists can literally build to order new life forms that perform desired functions. For hundreds of years, humans have engineered the development of food crops and domesticated animals through selective breeding practices. For example, the modern dairy cow is the result of centuries of carefully breeding individual animals that carried the genetic trait for high milk production. However, new technology makes it possible for scientists to restructure the DNA molecules themselves and this obtains more rapid and more radical genetic changes than were possible in the past. This new process is commonly called recombinant DNA technology or gene splicing the pieces according to a new pattern. The genespliced DNA molecule may have a genetic code that has never existed before.Although recombinant DNA technology is still in its infancy, it has already demonstrated its value. New crop breeds produced by his process are already growing in farmers’ fields. Crops that are genetically engineered to resist pests, diseases, and drought could be important in efforts to alleviate starvation around the world. Scientists are trying to use genetic engineering to produce important drugs such as insulin and interferon cheaply. They are also working on a genetically engineered generation of wonder drags to combat cancer and other killer diseases. However, the recombinant DNA technology brings with it problems our society has not previously faced. Gene splicing could produce new disease microorganisms, deadly to us or to the plants and animals upon which we depend. The possibility of altering human genetic structure raises serious moral political, and social issues. Genetic engineering illustrates dramatically the promises and angers of technological development. The decisions our society makes about genetic engineering will undoubtedly have tremendous consequences in the years to come.31. The best title for this passage is ________.32. Which of the following is NOT mentioned about recombinant DNA technology?33. The word “alleviate” in paragraph 2 is nearest in meaning to ________.34. It can be inferred from the passage that ________.35. The author’s attitude towards genetic technologies is ________.

Ever since the Industrial Revolution brought workers from small shops into factories, supervision has been required. Only during the last hundred years, however, has industrial management grown into a highly organized set of modern methods for achieving efficiency. Thus, management is a new human history, and it has already become vitally important for the success of all kinds of businesses and of national economies.Efficiency means getting results with the least possible waste of time, effort, and money. Therefore, efficiency is the aim of all management, both public and private. In private business, efficiency can be measured by profit, the surplus of income over expenditures. The manager’s a job, then, is to get people to do things efficiently. The top manager manages other managers, chooses and trains them, plans their operations, and checks the results. All managers have practical complex problems, but they utilize methods based on a growing body of knowledge. Shop managers carry out time and motion studies to improve workers’ efficiency, and foremen give on-the-job training to workers. Industrial mangers employ specialists to keep machines working properly and to ensure the supply of spare parts. The flow of work is supervised to avoid any unplanned idleness of workers of equipment. Each step in manufacturing is planned in detail, and the cost of each step is carefully calculated. Supervisors consult experts regularly in order to master new techniques. Personnel managers have learned to obtain greater efficiency from workers by providing rest periods and by improving morale through better heating, lighting, safety devices, cafeterias, and recreation facilities—even when these have not been demanded by labor unions. The use of modern electronic devices had led to increasing automation, in which many automatic machines function without any need for human labor.Scientific management methods have spread to all branches of industry—not only manufacturing, but also accounting, finance, marketing, and other office work. There are planning systems, organization systems and control systems. Within these there are other systems for delegation of authority, budgeting, information feedback for control, and so on. The essence of all the functions of management is coordination, the harmonious combination of all individual efforts for the achievement of the objectives of the enterprise.26. From the first paragraph, we know that ________.27. The top manager ________.28. All managers employ ________.29. Personnel managers provide rest periods, safety devices, recreation facilities, etc. ________.30. The essence of all management functions is ________.

The United States court system, as part of the federal System of government, is characterized by dual judicial systems; there are both state and federal-courts. Each state has its own system of courts, composed of civil and criminal trial courts, sometimes intermediate courts of appeal, and a state Supreme Court. The federal court system, consists of series of trial courts (called district courts) serving relatively small geographic regions (there is at least one for every state), a tier of circuit courts of appeal that hear appeals from many district courts in a particular geographic region, and the Supreme Court of the United States. The two court systems are to some extent overlapping, in that certain kinds of disputes may be initiated in either system. They are also to some extent hierarchical (等级制度的), for the federal system stands above the state system in that litigant (person engaged in lawsuits) who lose their cases in the state supreme court may appeal their eases to the Supreme Court of the United States. Thus, the typical court case begins in a trial court—a court of general jurisdiction—in the state or federal system. Most cases go no further than the trial court; for example, the criminal defendant is convicted by a trial and sentenced by the court and the case end; the personal injury suit results in a judgment by a trial court (or an out-of-court settlement by the parties while the court suit is pending) and the parties leave the court system. But sometimes the losing party at the trial court cares enough about the cause that the matter does not end there. In these cases, the “loser” at the trial court may appeal to the next higher court.21. What does the passage mainly discuss?22. According to the passage, district courts are also known as ________.23. In the last sentence of the first paragraph, “engaged in” means ________.24. The passage indicated that litigants who lose their cases in the state trial court may take them to a ________.25. It can be inferred from the passage that typical court cases are ________.

The economic expansion prompted by the Second World War triggered a spectacular population boom in the West. Of course, the region was no stranger to population booms. Throughout much of its history, western settlement had been characterized by spurts, rather than by a pattern of gradual and steady population growth, beginning with the gold and silver rushes of the 1850’s and 1860’s. The decade after the First World War—the 1920’s—witnessed another major surge of people pouring into the West, particularly into urban areas. But the economic depression of the 1930’s brought this expansion to a halt; some of the more sparsely settled parts of the region actually lost population as migrants sought work in more heavily industrialized areas. By 1941 when the United States entered the Second World War and began to mobilize, new job opportunities were created in the western part of the nation. If the expansion of industries, such as shipbuilding and aircraft manufacturing, was most striking on the pacific coast, it also affected interior cities like Denver. Phoenix, and Salt Lake City, Equally dramatic were the effects of the establishment of aluminum plants is Oregon and Washington and the burgeoning steel industry in Utah and California. The flow of people into these areas provided an enormous impetus to the expansion of the service industries—banks, health care services and schools. Although strained to the limit by the influx of newcomers, western communities welcomed the vast reservoir of new job opportunities. At the same time, the unprecedented expansion of government installations in the West, such as military bases, created thousands of new civilian openings. As land had served as a magnet for western migrants in the late nineteenth century, so wartime mobilization set in motion. There is another major expansion of population. Indeed, it could be said that the entire western United States became a giant boomtown during the Second World War. This was especially true of California: Of more than eight million people who moved into the West in the decade after 1940, one-half went to the Pacific coast. In fact, between 1940 and 1950, California’s population surged by more than three million people.16. What is the main point of the passage?17. The word “triggered” is closet in meaning to ________.18. Why does the author mention “the gold and silver rushes of the 1850’s and 1860’s” in the first paragraph?19. According to the passage, the depression of the 1930’s caused which of the following?20. Which of the following statements about the shipbuilding industry is suggested by the passage?
